Inclourem una avaluaci\u00f3 de l\u2019activitat de l\u2019equip rectoral per a la comunitat universit\u00e0ria que tinga impacte en les retribucions addicionals de l\u2019equip.<\/p>\n<\/blockquote>\n<\/div><\/div><\/div><div class=\"fusion-column content-box-column content-box-column content-box-column-2 col-lg-6 col-md-6 col-sm-6 fusion-content-box-hover content-box-column-last content-box-column-last-in-row\"><div class=\"col content-box-wrapper content-wrapper-background link-area-link-icon icon-hover-animation-fade\" style=\"background-color:rgba(244,186,181,0.18);\" data-animationOffset=\"100%\"><div class=\"heading icon-left\"><h2 class=\"content-box-heading\" style=\"font-size:14px;line-height:19px;\">Barat<\/h2><\/div><div class=\"fusion-clearfix\"><\/div><div class=\"content-container\" style=\"color:#747474;\">\n<blockquote>\n<p>L&#8217;equip rectoral se sotmet cada quatre anys a unes eleccions que, si b\u00e9 no s\u00f3n estrictament una avaluaci\u00f3 com la que es planteja en la pregunta, tenen conseq\u00fc\u00e8ncies importants. Per\u00f2 \u00e9s interessant l\u2019aplicaci\u00f3 d\u2019un sistema d&#8217;avaluaci\u00f3, dins del sistema de qualitat de la UPV, a l&#8217;equip de govern i la vinculaci\u00f3 del resultat a una retribuci\u00f3 addicional. Caldr\u00e0 trobar el m\u00e8tode m\u00e9s adequat, ja que en aquest moment els membres de l\u2019equip de govern de la UPV no perceben incentius de productivitat per l\u2019exercici d\u2019aquests c\u00e0rrecs. Seria molt \u00fatil con\u00e8ixer sistemes ja implantats en altres universitats. Quan aquest personal s\u2019ha vist afavorit per una sent\u00e8ncia positiva, en primera inst\u00e0ncia, la Universitat ha dut la pol\u00edtica de rec\u00f3rrer a totes les inst\u00e0ncies possibles, emprant recursos p\u00fablics mentre la persona treballadora havia de gastar els seus diners i el seu temps. Moltes d\u2019aquestes persones tenen condicions prec\u00e0ries de treball, com el professorat Associat o el personal laboral temporal. El que s\u00ed que li puc garantir \u00e9s que no recorrerem sent\u00e8ncies de manera sistem\u00e0tica, sin\u00f3 \u00fanicament si els informes jur\u00eddics aconsellen aqueix recurs per a protegir interessos leg\u00edtims patrimonials de la UPV per\u00f2 vetlant sempre pel benestar dels nostres treballadors.<\/p>\n<\/blockquote>\n<\/div><\/div><\/div><div class=\"fusion-column content-box-column content-box-column content-box-column-2 col-lg-6 col-md-6 col-sm-6 fusion-content-box-hover content-box-column-last content-box-column-last-in-row\"><div class=\"col content-box-wrapper content-wrapper-background link-area-link-icon icon-hover-animation-fade\" style=\"background-color:rgba(244,186,181,0.18);\" data-animationOffset=\"100%\"><div class=\"heading icon-left\"><h2 class=\"content-box-heading\" style=\"font-size:14px;line-height:19px;\">Barat<\/h2><\/div><div class=\"fusion-clearfix\"><\/div><div class=\"content-container\" style=\"color:#747474;\">\n<blockquote>\n<p>Cada cas \u00e9s diferent i no seria adequat generalitzar. Les sent\u00e8ncies han de ser estudiades amb deteniment perqu\u00e8 la instituci\u00f3 no entre en dol per no rec\u00f3rrer-les. El nostre comprom\u00eds \u00e9s que la decisi\u00f3 es basar\u00e0 en els informes t\u00e8cnics de l\u2019equip de juristes responsables i que no hi haur\u00e0 una instrucci\u00f3 referent a rec\u00f3rrer sent\u00e8ncies de forma autom\u00e0tica. En el cas que els conflictes siguen laborals, es pot estudiar el fet d\u2019acceptar-les en primera inst\u00e0ncia sempre que la sent\u00e8ncia resolut\u00f2ria siga clara i no perjudique seriosament els interessos de la instituci\u00f3. No anem a malbaratar recursos p\u00fablics, ni privats de les persones afectades, i assumirem la responsabilitat de la UPV en les possibles errades sense presentar recurs.<\/p>\n<\/blockquote>\n<\/div><\/div><\/div><style type=\"text\/css\">\n\t\t\t\t\t\t.fusion-content-boxes-2 .fusion-content-box-hover .heading-link:hover .icon i.circle-yes,\n\t\t\t\t\t\t.fusion-content-boxes-2 .fusion-content-box-hover .link-area-box:hover .heading-link .icon i.circle-yes,\n\t\t\t\t\t\t.fusion-content-boxes-2 .fusion-content-box-hover .link-area-link-icon-hover .heading .icon i.circle-yes,\n\t\t\t\t\t\t.fusion-content-boxes-2 .fusion-content-box-hover .link-area-box-hover .heading .icon i.circle-yes {\n\t\t\t\t\t\t\tbackground-color: #e10707 !important;\n\t\t\t\t\t\t\tborder-color: #e10707 !important;\n\t\t\t\t\t\t}<\/style><div class=\"fusion-clearfix\"><\/div><\/div><div class=\"fusion-text\"><h2>Els campus de Gandia i Alcoi comporten unes especificitats en els llocs de treball del PAS que no tenen el campus de Vera, aix\u00ed la falta de cobertura de llocs de treball, com pot ser de personal Auxiliar de servei, no t\u00e9 la mateixa repercussi\u00f3 que la mateixa situaci\u00f3 al campus de Vera, perqu\u00e8 a aquests campus el personal ha d\u2019assumir algunes tasques que al campus de Vera s\u00f3n pr\u00f2pies de serveis centrals. Per descomptat caldr\u00e0 posar totes les necessitats damunt de la taula, amb transpar\u00e8ncia i amb un pressupost clar, per a decidir entre tots les prioritats d\u2019assignaci\u00f3 pressupost\u00e0ria. Un dels \u00faltims casos que hem conegut \u00e9s utilitzar un suspens en les enquestes de satisfacci\u00f3 de l\u2019estudiantat per no crear una pla\u00e7a per a la promoci\u00f3 d\u2019una persona, tot i que aquesta condici\u00f3 no venia recollida entre els criteris aprovats pel Consell de Govern en sessi\u00f3 del dia 17 de desembre de 2020 en el document \u201cPrincipis i criteris per a l\u2019elaboraci\u00f3 de la proposta d\u2019Oferta p\u00fablica d\u2019ocupaci\u00f3 2021 del personal docent i investigador de la Universitat Polit\u00e8cnica de Val\u00e8ncia i contractaci\u00f3 de personal docent, o personal docent i investigador de la UPV, per a l\u2019exercici 2021 Curs acad\u00e8mic 2021\/2022\u201d. Considera aquesta situaci\u00f3 acceptable? El que s\u00ed sabem \u00e9s que les normatives i els criteris han de ser d\u2019aplicaci\u00f3 general i p\u00fablica en tots els casos.<\/p>\n<p>\u00c9s un sentir de tota la comunitat universit\u00e0ria la necessitat de posar en valor la doc\u00e8ncia. Les enquestes de satisfacci\u00f3 de l\u2019alumnat s\u00f3n a hores d\u2019ara un element important per a valorar la qualitat de la doc\u00e8ncia (encara que no \u00e9s l\u2019\u00fanic). Aquestes enquestes s\u00f3n tingudes en compte per a la renovaci\u00f3 del professorat associat (amb aprovaci\u00f3 de la mesa de negociaci\u00f3 i del Consell de Govern) i per a la concessi\u00f3 del quinquenni docent. A m\u00e9s a m\u00e9s, s\u2019han tingut en compte per a la proposta de professorat em\u00e8rit.<\/p>\n<p>La consideraci\u00f3 de les enquestes de satisfacci\u00f3 de l\u2019alumnat (juntament amb consultes per a verificar l\u2019exist\u00e8ncia de possibles causes que ho justificaren) s\u2019ha tingut en compte per a la creaci\u00f3 de places de promoci\u00f3 i aix\u00ed s\u2019ha plantejat al col\u00b7lectiu de directors i directores de departament, a la Mesa de Negociaci\u00f3, a la Comissi\u00f3 de Promoci\u00f3 del Professorat i, fins i tot, al Consell de Govern, sense que en cap cas s\u2019haja fet un plantejament contrari. No s\u2019entendria que una universitat p\u00fablica facilitara la promoci\u00f3 al professorat que no demostra una m\u00ednima qualitat en la doc\u00e8ncia impartida. Hem de vetlar per aquesta qualitat a la nostra Universitat. Per\u00f2 \u00f2bviament no pot ser per nom\u00e9s unes enquestes, cal veure moltes m\u00e9s variables, sostenibilitat de la situaci\u00f3 en el temps, etc. El pla de seguiment que es proposa per a la doc\u00e8ncia haur\u00e0 d\u2019abordar aquesta q\u00fcesti\u00f3. Tamb\u00e9, ens sembla insuficient l\u2019oferta en \u00e0rees de treball, com la gesti\u00f3 econ\u00f2mica, on s\u2019implementen sovint canvis de normativa, aplicacions i criteris. Aix\u00f2 ha perm\u00e8s fer encara m\u00e9s visible quina \u00e9s la llengua vehicular de la majoria de les accions formatives adre\u00e7ades al PAS: el castell\u00e0. La in\u00e8rcia dels usos ling\u00fc\u00edstics s\u2019ha de modificar amb accions espec\u00edfiques. Ampliarem notablement la formaci\u00f3 del PAS amb una major oferta en valenci\u00e0. La traject\u00f2ria i comprom\u00eds dels membres de la nostra candidatura s\u00f3n garantia de compliment de la pres\u00e8ncia adequada del valenci\u00e0 en la doc\u00e8ncia, en la investigaci\u00f3, en la formaci\u00f3 i en tots els aspectes de l\u2019activitat universit\u00e0ria. El nostre comprom\u00eds \u00e9s intentar aplicar una pol\u00edtica ling\u00fc\u00edstica que garantisca, tant com siga possible, l\u2019\u00fas del valenci\u00e0 com un fet normal i apreciat per la instituci\u00f3 i per la comunitat universit\u00e0ria. L\u2019\u00fas del valenci\u00e0 \u00e9s perfectament compatible amb una UPV amb molts alumnes i amb una universitat amb vocaci\u00f3 internacional. La manera m\u00e9s s\u00f2lida d\u2019interactuar en l\u2019\u00e0mbit global, \u00e9s des de la nostra particularitat.<\/p>\n<p>En la segona part de la pregunta manifesteu que la formaci\u00f3 \u00e9s deficient en determinades \u00e0rees de treball com gesti\u00f3 econ\u00f2mica, on sovintegen els canvis. Si aix\u00f2 passa, segurament \u00e9s perqu\u00e8 els mecanismes de detecci\u00f3 de necessitats formatives s\u00f3n millorables. L\u2019RLT del futur recollir\u00e0 indicadors objectius que permetran el c\u00e0lcul de les necessitats de personal en cada \u00e0mbit de la plantilla de PAS, de tal forma que, amb transpar\u00e8ncia plena, la dotaci\u00f3 d\u2019efectius respondr\u00e0 a necessitats objectives. Compartim que els tres \u00e0mbits assenyalats s\u00f3n de la m\u00e0xima import\u00e0ncia per al funcionament de la universitat: t\u00e8cnics de laboratori, auxiliars d\u2019informaci\u00f3 i personal de suport a la investigaci\u00f3, per aix\u00f2 l\u2019an\u00e0lisi de l\u2019RLT del futur, en els tres \u00e0mbits, ser\u00e0 abordada amb car\u00e0cter prioritari durant el primer any del mandat.<\/p>\n<p>Pel que fa concretament als t\u00e8cnics de laboratori, amb la revisi\u00f3 de l\u2019RLT es definir\u00e0 un nou model: un Pla d\u2019Ordenaci\u00f3 de Personal T\u00e8cnic de Laboratori, que ha d\u2019anar m\u00e9s enll\u00e0 del laboratori i que ha de recollir aspectes relacionats amb projectes transversals, TFG\/TFM, participaci\u00f3 en programes de generaci\u00f3 espont\u00e0nia, en jornades de portes obertes, etc.<\/p>\n<p>Tamb\u00e9 podem avan\u00e7ar que els primers llocs on cal ampliar els recursos humans de suport a la recerca s\u00f3n l\u2019SGI i les ENCIs.<\/p>\n<p>Per les implicacions que pot tenir en relaci\u00f3 al que es pregunta, volem recordar que un dels punts del nostre programa \u00e9s la divisi\u00f3 de l\u2019actual Servei de Recursos Humans en tres nous serveis, una mesura que t\u00e9 com a objectiu principal rellan\u00e7ar la gesti\u00f3 de personal del PAS, del PDI i del PI.<\/p>\n<\/blockquote>\n<\/div><\/div><\/div><style
